When Congress changed the bankruptcy law in 2005, their idea was to force more debtors into a Chapter 13 bankruptcy. A Chapter 13 bankruptcy is essentially a repayment plan, where purportedly the debtor is forced to repay some portion of their debts to their creditors. The law was passed at the behest of the banks and credit card companies who, as we all know now, were issuing credit to anyone with a pulse (and many who didn’t). What does a Chapter 13 mean?
